Donald Bohanon: The verse is self-explanatory. What Paul is emphasizing is the law of circumcision no longer applies because it has been abolished along with many other old testament laws.
He later makes it absolutely clear in 1 Corinthians 7:19 that circumcision is nothing and uncircumcision is nothing the only thing that matters in terms of the relevant laws that must be kept even today is keeping the commandments which include the ten commandments and holy days. And obviously, in conjunction with the word of God as a whole, these are the only things that matter.
